In reply to your Despatch No. 400 of
the 21st. December, 1900, I have the honour to inform
you that under clause 3 of the Police Pension Regulations
of the 17th. March, 1896, Sergeant F. Keen is entitled
to a gratuity of 1 month's average pay of the last 3
years for each complete year's service, amounting in
this case to a sum of $296.50. A copy of the Gratuity
'Paper is forwarded herewith.

I enclose, however, a copy of a report
by the Captain Superintendent of Police which suggests
that Mr. Keen may be entitled to pension under clause 13
of the said Regulations. In view of this report, I have
the honour to suggest that a reference be made to Dr.
J. M. Atkinson, at present on leave in England, who as
Mr. May points out took much interest in Sergeant Keen's
